Wikipedia mentions 75mm or 94mm of penetration at 100m and 90° for the 28mm sPzb 41 (another source mentions 66mm at 500m), so 8-9 AP at 1000m or 10-11AP at 800m ingame so for 800m range an AP buff sounds justified.
