Probably, if even that. Canada is incapable of making intelligent procurement positions. This is a non-partisan issue, because the Conservatives were just as shit. No political party wants to spend lots of money on new equipment because the Canadian population is too stupid to comprehend the need for it. The Liberals backed themselves into a corner by openly campaigning against the F-35. Then they tried to save face with a totally pointless and wasteful "interim" procurement, which they are now waffling on because Bombardier needed more help from the government apparently. Probably the main failing is that military procurement gets sucked into general politics, where the intelligence level of the discourse is so poor that is makes it impossible for the Canadian government, regardless of who is the ruling party, to make an intelligent decision.
