You don't rely on data nor facts nor figures nor anything.

dude, balance is inherently subjective. Experience counts for more than facts, figures and writeups, and cannot be transferred easily outside the game itself.
If you're arguing topics around realism, then those things are great. But balance can't be discussed in the same fashion.

So, from my research, the best HEAT round for the 85mm gun could pierce 300 mm of steel. It's the 3BK2M, and it was introduced early 60s.

Now we have
the 85mm round 3BKM2 with 300 mm = AP10
the 105mm round OCC 105-F1 with 400mm = AP9.

3bkm2 has 410mm RHAe. the round had legs for a bit and outperformed even 100mm HEAT rounds

OFL120F2 is what Eugen gave to the Leclerc we have in game, which is a mix between a T3 and a T5, somehow.

Penetration stats are tricky to find and conflictual about it, and most rate it at 690mm.

The problem is MiG-31M is alone, while you get 2 cards of Tomcats. I don't even consider base MiG-31 as a plane since it's way below usefulness atm. Not that Tomcat is gamebreaking or something but 2x Tomcats work better than one MiG-31M and 2x MiG-31s as long range interceptors mostly due to the accuracy and the amount of missiles launched.


People actually use Tomcats outside of Marine decks?

Ok, so now that we agree that even with your proposed stats it would still be weaker than tomcats and not a viable counter, then how is PACT in your suggested scenario supposed to deal with a pair of tomcats other than not purchase any planes?

cancer in clown (10v10) games but are a decent pick for some maps in regular games.

Going off of the above, Tomcats are good on larger maps, which allows them to make full use of their range advantage. They tend to be less useful on 1v1 maps (and the smaller 2v2 ones) as there is not enough room for them to do their LRAAM shenanigans as they tend to get wrecked in head on fights (or trade equally if upvetted), in which case that means no more Tomcat, or half of the plane tab is comprised of two cards of one plane.
