Actually it's not. Read the HEAT and KE tabs in the link Solo posted.

A 22AP HEAT weapon will do 9 damage to a 9AV target.

As much as I think the OSA line needs a buff, giving the AKM 2800+ range against helis is probably the wrong way to do it. It'd almost certainly make it the absolute best early-game anti-air. Fast enough to reach the frontline quickly, has a decent missile count, instakills most NATO transport helis...

I sometimes throw them in with my opening army on maps where I'll be rushing a town. The enemy almost certainly won't have any infantry with the range to shoot back at them, so I can just burn the town to the ground with a couple TO-55s while my tanks go around it rather than bother to contest it.

I'd put Eurocorps just above NSWP for the simple reason that NSWP has no 5HE MANPAD. In terms of usefulness in fighting other ground units I'd consider NSWP superior, but not overall. They just can't protect themselves from being bombed into oblivion as effectively.

Anything with lots of machineguns on it. The Buffalo IV, the M113 ACAV, the ZPTU-4, the Mi-2US, etc. I have a soft spot for anything of the sort.

Perhaps cluster bombs could be given 1HE, and given very low HE falloff compared to regular bombs.

That way they can provide the utility of being able to kill AA and ATGM teams reliably while not completely murdering regular infantry.

Hind. Pact has multiple AA units that can one-shot a Cobra. NATO has no AA units that can one-shot a Hind.

Also, most importantly, it looks awesome.

Well, the Obr 87 is useful by virtue of being the heaviest tank available to the Mechanized specialization for the Soviets.
