Once you decode it, the two first bytes tell you which nation/coalition and which specialization the deck has. Yeah this is the conclusion I came to as well. Guess I'll map that shit one by one. Well if you are afraid of that, you could set it that only units you were "gifted" can be given away. Perhaps adding supply units as well.
