It really depended on the tank. With the right tools and in a calm environment (when the enemy had retreated) T-34 tracks were quite easy to fix provided you had the links. I'd only give it 40% ECM though, the reason the Raven has 60% ECM is that it has all of the above, including a frankly huge jammer (+20), and two EWOs (+20 for being a dedicated SEAD/EW plane).
