BUG: Fix ammo priority; HEAT should be first priority over AP

Currently units prefer to fire AP over HEAT. This should not be the case as HEAT has more damage and penetration. When a unit with efficient shot enabled is on a hunt command and encounters a target with armour it can not penetrate it will stop and wait for the opposing unit to kill it. The map in the intro to Burning Baltics Army General Campaign is incorrect. Finland/Germany did not occupy the Russian Karelia all the way to the White Sea. I made a rough correction in the image below of where the line should have been drawn.
