Hedgerow cutters exist in the game, but they're purely aesthetic.
Hedges seem to perform broadly the same function that treelines did in WG:EE. They provide a cover bonus, but don't necessarily shield units from detection like forests or dense trees do, unless those units are infantry I suppose.
