There is little reason why the Tunguska shouldn't be able to fire missile and gun at the same time, as both are guided by aiming somewhere near the target.

In terms of AA usefulness, you can express it in a simplistic, mathematical way.


Capability * Availability



Mid-tier radar AA fails abhorrently compared to top-tier with this simple formula. Availability is way too low to justify the terrible capability.

The issue with ground units is that the game does not take into account the angle of the vehicle. A tank on a slope can not hit a target on said slope as the game thinks the tank is level with the ground and trying to elevate the gun 45 degrees, when in reality it is not elevating the gun at all.

In reality though, would an extra engine make a helicopter harder to destroy? The missile isn't aimed for the engine. Is it just to simulate the extra survivability if one engine happens to fail?
