Yeah, given Eugen's complete refusal to revisit the plane loadouts, I'm starting to think that the way to make minor nations competetive is by reducing US/USSR activation points further to force them to make equally hard choices.

Less activation points would work if it meant that you could close capability gaps by going heavier into other branches. If you have no plane that can carry napalm, but you do have mortars with incendary ammo, that would indeed be an option. The lack of Napalm in the Soviet deck is indeed offset nic...
