I would rather revamp the ambush mechanic and call it the "stealth shot", which gives the bonus for the first shot only for any stealth units that shoot without being seen. Second shoot won't of course benefit from the bonus.

The hold fire for stealth units is coming in 5 minutes or so..!

It seems that in the patch the hold fire behavior for stealth units haven't been through

It's not fully correct, artillery units (NLOS or Himars) never benefited from ambush.
