Personally, I think stealth causes way too many headaches than cures problems. Pricing/accuracy can be an effective tool in fixing vehicles, it's likely a better change now at the end of the product's life cycle and try the whole recon/stealth over again if there is another Wargame.

F-15D Eagle is a fine choice, maybe it could use 50% ECM as Xeno mentioned, but it remains a solid option.

Game needs harder choices between units, not instant "locks" because particular units are incredible.

That is a sign of many different factors, it's an expensive activation point, there are better alternatives and the price isn't great. It happens when there are 1400 + units...
