I think that this is the main reason of campiness of all gamemodes as it easier to replenish your units right at the bay and play reactionally. How about playing with a time limit instead? But yeah, hiding the CV in the forest is bad manners imo. A better fix would be to have a negative baseline income so that when you have no zones it steadily drops and when it reaches 0 you lose. I disagree.
