So, this is intended, right? Pretty illogical though, but planes carrying unguided missiles with 1 HE will be useless crap...

Different suppression and wrong caliber - s-5 has 57mm.

But it likes pretty unicornish. Also OP unit won't save certain nation/coalition. For example, USA has enough very good (even OP somebody says) units, but it's very poor nation to play.

yes, because of the huge AOE of clusters, if they'd deal 1 HE over the whole splash area, then they'd be not only better than HE MLRS at panicking everything in an area (as they currently are), but they'd be similarly effective at killing infantry in cities 1-2 HE won't kill any inf in cities. I always had a question why type 74 has so poor armor? Type 74's front armor is thicker than leo 1 armor for example IRL.

Why not? It's completely unrealistic if clusters don't have at least 2 HE. Also why cluster arty can't have a small amount of HE too? Does 1-2 HE dmg make them OP?
