I don't disagree. But Eugen have provided the major nations with powerful 'prototype' units which means that they aren't exactly on the same same timescale as the minors. In many contexts those nations can all compete with the 'major' nations on equal terms or better but, for example, you shouldn't be trying to win a pitched battle against the Soviets over an open plain.

Britain is a 'minor' nation, so it's not really meant to be directly comparable to a Soviet deck, although Britain does get some extra APs to compensate. Mortars are powerful when they are in range. Recon infantry are harder to spot than recon vehicles so they are good for a player who is digging in, in conquest. There are major differences in deck building considerations but I wouldn't place most units into one camp or the other.
