I think the previous poster hit the nail on the head. E/O sighting systems can guide the missile but it would still require a radar to identify targets (as does the Tunguska). IR seekers can do both, without the risk of jamming.

like a number of the non radar AA in game they still use a search radar for long range detection but not a targeting radar which is what sead targets instead it use the electrical optical instead for the final targeting. Any radar can be tracked by SEAD, and AFAIK no Hawk SAM has been deployed with...
