It's not representative democracy; you can't balance the game on the base of statistics only as you need proper interpretation (i.e. why deck X performs so well?) which you can't achieve without game's best players feedback and 1v1 is the best way to balance the game because the less players involv...

It should be balanced around the casual playerbase for the reasons I said above, i.e. : A) Casual players obviously do not complete negate advantages by virture of having "low skill" since evidently the USSR does perform very well even in the hands of unskilled players, ergo your argument...
