Yes, when ships get at least reasonably sorted Eugen should think about a medium (10-120 or so points) tank rework.

Also, maybe it'd help if CIWS effectiveness was affected by Morale status. I'm pretty sure that CIWS isn't manned.... 5 minute bans are nothing. It routinely takes 10 minutes to get a game entirely set up and will go even faster if you spend some time tinkering with your deck.
