2 simple solutions:
1. correct rounding(.5 means up) with 1980 +50% and 1975 +100%. (as mentioned above)
2. just always round up again, it only effects the good units.

you do know how to round right... rounding up is only if the number is .5 or higher .4 and lower round down That's just the rule when to usually round up and when to usually round down, but of course you can always round up, no matter whats the number. Since you don't round up anymore, there is absolutely no effect on all units that deploy less than 3. (1980= +40%) You already miss out on the best units. Will just result in the inevitable vote kick spam. No, you can just limit it by time/person or make it completely silent(every player can vote to kick some1 and nothing will happen, unless all do). The game seems to already reliably kick laggers (at least thats my experience). So, if it aint broke ...
