USSR does have some difficulty with fielding a cost-effective force. However, if tanks get their population increased enough an Su-25 is a pretty good plane to take down a lot of armor at once.

If people are worried about NSWP being stronger than USSR, it's not the high end access they should look at, it's what's going on with transport and tank pricing and other changes. And for those, we Just Don't Know.
