If you're using choppers early game, you need to play very cagey with them and ensure that any plane that goes after them dies. Unless your enemy's using bargain basement fighters with only cannon in which case it should be an easy kill for SAMs and moderately to quite unlikely to kill the chopper, ...

I think the current income is vastly better than EE's. It may very well be too high, but when combined with the very real danger of running out, it's much better than EE where there were certain units that would pretty much cost you the game if you lost them. The whole deck building system is inextricably tied to income being high like it is and adds a new dimension to the game. The higher income makes the amount of units in your deck matter.
