No, you've got it backwards. The whole point the article makes is it's weird that Ted Cruz is counting it that way is because Americans count taxes directly. A 90% tax on the highest bracket in Eisenhower's time was literally .90 cents on every dollar.

No it's not.

I'm pretty sure the article mentions that this is how Europeans describe taxes, which makes this more ironic.

Well, here's the text:
That means that under the Cruz plan, something that costs $1 today would start to cost $1.19.

The way we normally talk about taxes in the United States, that is a 19 percent tax.

What Cruz wants to say is that it's really a 16 percent tax, since 19 cents (the tax) is 16 percent of the $1.19 total price paid. This is how some European governments characterize their tax system, because it makes high European taxes sound relatively low. It's a bit ironic to see an extremely American politician pulling out this trick, but this is still the United States of America, and Cruz is talking about a 19 percent tax.

M'urca: tax percentage is the additional amount payed as tax after a dollar is spent
U'rop: tax percentage is the proportion of tax of the total amount.

I'd be perfectly satisfied to resolve this inconsistency by suggesting that Vox are simply wrong, and that this way of counting taxes is silly.

I wish I could have watched the latest GOP debate live. Also, from watching Bush, it would have made a great drinking game to take a shot every time Bush said "serious."

Also, I love the "doom and gloom" doomsaying from the GOP.

Actually the only times I have seen the Europe way done properly when not part of a law is when accountants talk. That and invoices... sometimes.

i stopped watching the first round when Fiorina implied the NSA is "way behind the technology curve" compared to private sector and they "need more algorithms"... sister...

not only it was a laugh, it was delusional that we're taking two sympathizers killing 14 people (all condolences to victims, just bringing context here in terms of other US problems) as a sign that US security apparatus is in tatters or something.

As an IT guy I would like to ask Fiorina what kind of new algorithms have we invented in the last 5 years that need the immediate attention or would result in anyone being behind ?
