No, you've got it backwards. The whole point the article makes is it's weird that Ted Cruz is counting it that way is because Americans count taxes directly. A 90% tax on the highest bracket in Eisenhower's time was literally .90 cents on every dollar.

Well, here's the text:

What Cruz wants to say is that it's really a 16 percent tax, since 19 cents (the tax) is 16 percent of the $1.19 total price paid. This is how some European governments characterize their tax system, because it makes high European taxes sound relatively low. It's a bit ironic to see an extremely American politician pulling out this trick, but this is still the United States of America, and Cruz is talking about a 19 percent tax.

i stopped watching the first round when Fiorina implied the NSA is "way behind the technology curve" compared to private sector and they "need more algorithms"... sister...

not only it was a laugh, it was delusional that we're taking two sympathizers killing 14 people (all condolences to victims, just bringing context here in terms of other US problems) as a sign that US security apparatus is in tatters or something.

As an IT guy I would like to ask Fiorina what kind of new algorithms have we invented in the last 5 years that need the immediate attention or would result in anyone being behind ?
