Yes, after several thousands to tens of thousands of RoK civilians die in a Seoul nuclear strike.
The problem for a first strike is that, yes, a counter-strike will annihilate DPRK. But, the nuclear attack will almost certainly be a counter-strike to a DPRK nuclear attack.
