The focus on the NK weapons and military program for a while has been doing just that ( making the country unlivable to some extent via neglect in the aftermath of flooding ) given their government's lack of leftover resources or well in some case interest in responding:

From DPRK's statements, they have been testing a standardized warhead to be fitted atop a ballistic missile (SCUD, etc?). DPRK has had 5 tests to get the design right, that is about as many as are needed for any nuclear power.

The problem is that any pre-emptive strike analysis now must consider fighting in a nuclear battlefield, with DPRK capable of using several nuclear weapons during the conflict. Recall that US has never successfully demonstrated tracking mobile TELs...

The problem for a first strike is that, yes, a counter-strike will annihilate DPRK. But, the nuclear attack will almost certainly be a counter-strike to a DPRK nuclear attack.

DPRK has a reputation for tunneling capability. Building a tunnel under a mountain with multiple exits is well within their capability. Such a launch site will be invulnerable to almost all non-nuclear weapons. It will require successful strikes on all exits to seal-up any launchers inside the tunnel system. Doing that attack before DPRK launches the missile will be tough.

Again, remember that the US failed to find and destroy SCUD launchers in flat desert.

I assume that nuclear weapons will only be used in a general conflict. In that case, Kim Jung Un already knows that his survival is questionable and he'd have nothing to lose.
