I think either Secretaries Mattis or Tillerson said that China was aiming to reduce local states to a state of limited independence. South Korea and the THAAD issue are the leading example of this.
As for North Korean propaganda, is North Korea trying to convince South Korea of the North Korean nuclear dominance?

the language is laughable at face value, just as goofy as it is in English, and, more seriously speaking, I think it's more likely to continue to agitate South Koreans into confidence in deterrence than it is to scare them.

What do you mean by that? Is the language more likely to make the South Koreans confident in their own military superiority or?
