Why does West Germany only get the "bad" M110 and not the M110A2 ?
Eurocorps doesn't get a capable Heavy Artillery from France as well, so it's not that.

From 1985 all 80 M110 were upgraded to M110A2.

Ab 1985 wurden alle 80 M110 aufgerüst und auf den Stand M110 A2 gebracht mit dem langen 203mm L/37 Rohr und einer neuen Mündungsbremse von Rheinmetall. Ausserdem wurde ein neuer Wetterschutzaufbau entwickelt und für die M110 eingeführt. Die Länge der M110 A2 betrug nun 10,70m und die Höhe 3,65m mit wetterschut, RKL und Antenne und 2,75m ohne Wetterschutz. Das Gefechtsgewicht betrug nun 28,35t und die Höchstgeschwindigkeit wurde auf 30km/h reduziert.

Auch die 80 Haubitzen M110 erhielten das neue 8,26 m lange Rohr L/37 mit der markanten Zweikammermündungsbremse. Die ursprünglich offenen Geschütze, die nach der Umrüstung die Bezeichnung M110 A2 trugen, verfügten jetzt auch über eine Wetterschutzhaube. In die Modernisierungsmaßnahme wurde die Gleiskette ebenfalls einbezogen. Doppelblock-Gleisketten der Firma Diehl ersetzten die US-Ketten. Der Einbau eines Dateneingabe und -ausgabegeräts ermöglichte die Einbindung der 230 M110A2 Geschütze in das integrierte Feuerleitmittel Artillerie Batterie (IFAB). Das Gefechtsgewicht betrug nun knapp 28,4 t und die Höchstgeschwindigkeit musste auf 30km/h reduziert werden.

Caesar is not comparable, as it is a light Arty and used reactive, while heavy artys like M110A2 and Malka are used to hit hard with preparation.

The Caesar will never kill MSTA-S for example.

M110A2 is perfect for people who use planned Arty Strikes, but the "bad" M110 is not accurate enough for that.

WGer has M109 for that, also US/UK have M110 and M110A2 as well.
Personally I find the M110 insufficient (low rof + low accuracy = bad mix) and I never see it.

The M110 need 30s aiming time for 2 bullets... but these are devastating
But you need atleast 2-3 to hit the target in this first blast caused due to the bad acc

I find them really situational, but not bad... I have it in some decks

IF they hit, they are really nice and multiple can even kill MSTA-S for example.
But the vanilla version doesn't hit and for that it has too low rof.

M110A2 are for those, who don't spam Arty but use it in a surgical way.

The M110 is a perfectly fine artillery piece.

3xM110A2 for 270pts, will put out 6 shells in a 100m radius in 15seconds. after 30 seconds of aiming.
4xM110 for 280pts will put out 8 shells in at radius of 157m in 15seconds. after 30 seconds of aiming.

2xMalka for 240pts will put 4 shells out in a similar area in 20 seconds, and will fire 8 shells in 60 seconds. after 40 seconds of aiming.
3xPion for 300pts will fire 6 shells to a radius of 157m in 25 seconds after 50 seconds of aiming.

In fact, it's even better than the Malka if we go by full card deployments.

I know that from the regular to the A2 the range increased significantly, which indirectly increases accuracy but does the actual accuracy improve a whole lot?

Range has exactly zero bearing upon the accuracy of tube artillery. This isn't EE everyone, you can shoot at a target 2km away or 20km away, and the end result will be the same.
