It's just better than the BUK, but in use, it shares a roughly equivalent role. Frankly, outranging the SEAD is a fairly big gamble due to SEAD ignoring weapons off if they already got a missile off the rack. Is the Pat better than the BUK? Yes. Is it so OP that REDFOR simply isn't allowed to use planes? No.
I think the best ways to nerf it are simply to make it slower (I'm talking slow wheeled, it should still be fairly nimble as that was the point of adding it in the first place) and reduce the autonomy. The price could also go up a bit, but the already high supply per missile is fine as is.
Also, I forgot. Nerf it to one card.
