I wouldn't be necessarily against it, but it's pretty much only a BLUFOR buff. Only the T-80UM has thermals on REDFOR that I'm aware of.

T-72BU/90S?

Any of the end tier chinese tanks, or the PT-91/Moderna?

Not the PT-91 or Moderna, I can tell you that. I would venture a guess neither did chinese tanks, but I haven't researched those as much as I have the NSWP ones.

Did they have any optics upgrades over the T-72B that would merit something more than 'medium'?

That's a tough question.

In our reality, yes. It got optics help from the west (France I think) that gave it thermals and a myriad of other improvements.

In Wargame reality, which prohibits warring factions from sharing tech, it may have gotten improved night vision in the form of something called PNK-72 which was Slovakian in origin(?)

The complexity comes from several factors:

1. The "Moderna" project was started in 1989 before the Velvet divorce and the fall of the Soviet Union. Afterwards western tech found its way into the project.
2. The project continued in different branches in both of the newly formed nations, resulting in different tanks.
3. I don't speak a word of Czech or Slovak.

Recon M1A1 HA (with M829A1) would be pretty cool. The US used Abrams in Cavalry recon squadrons, so there's some justification for it being in the recon tab, better than recon Leopard 1 or Recon T-55.
