NK "speed boosted" infantry is just realism after all...
The DPRK training video from the Busan Pocket campaign showing hundreds of riflemen sprinting alongside tanks and firing from the hip into trenches does make a pursuasive argument for higher speed.
WG4 talk: every infantry unit has a "soft stat" specialization in one category. Be it 5 kph faster speed, stealth, optics, etc.

I've been trying to offer that sort of thing for them and other maneuver warfare style infantry for over a year now, I'd love to see it.
Also infantry do not have any terrain difficulty penalties. They get a morale penalty, however.I was thinking about this idea as well, OK so NK doesn't have good weaponry,but they have excellent soft stats(speed, men per squad, ammo,etc. )

Their training should reflect their reliance on sneaking around and dispersing to avoid higher tech firepower. Both the Chinese and North Koreans have more Vietnamese style skills than a lot of people give them credit for, particularly during the Korean war.
Well that and their inability to rely upon motorized transport to move men around in the case of the DPRK... In the DPRK it seems like outside of the propaganda reels that most movement is by boot or by train when not on exercises.
The emphasis on infantry mobility and infiltration tactics in rough/closed terrain is real though and both the PRC and DPRK train to fight in some incredibly adverse and restrictive terrain, much of it mountainous. Those guys still really emphasize forced foot marches as a primary means of offensive mobility in that terrain (much less so PRC these days).
Given that both the PRC and DPRK have issues in open country it would be interesting and flavorful to give them superior mobility in closed terrain through faster infantry. I wouldn't boost the speed of Recon and SF but I would bring the speed of line and shock infantry up with the rest so that these factions can better exploit the forested and hilly areas of maps, or at least maneuver through them more advantageously.
