In the rising climate of issues between capitalists and communist forces, Sino-Soviet operations in support of anti government groups within the region have been reinforced and succeed in replacing the Rhodesian government, as with history but move further by deploying soldiers at the request of the new government in order to secure the region.
Spurred by this support and success, they push to hit South Africa to open up the natural resources of the region for the Sino-Soviet governments, it is also a strong location for trade control across souther africa, in responce to this western forces reduce the trade embargo and support the South Africans giving them access to supplies.
In our timeline the communist backed groups didnt take to each other well (as happened with the USSR and Chinese), in this universe those 2 have become allies so it logically follows they would push for a united African front around the South Africans.

Map wise, many of RDs maps can fit the general theme of the region, desert maps fit South Africa and angola, the jungle maps also fit some areas in the region especially i believe in (then)Rhodesia.
For the factions involved, i would consider South Africa and Rhodesian (as 1 nation or 2, 1 is more likely to be effective however) exiles perhaps whom were forced out in order to buff up numbers for the South Africans (more AML 90 cards lol). It would also open up for a faction pack containing Cuba, Angola, resistance fighter groups, Tanzania for the redfor forces, though they would often be using reskins it does give the redfor some new nations to play as and allows for some fun "step back from the super tech" games.

For vehicles, many are both transport and supply options or transport and tank destroyer options, up to eugen how they wish to implement them in a way that would fit South Africa (though troops mounted in Ratel 90s would be cool aswell as dedicated AT versions without transport)
I dont know enough about air and helicopter stuff to get into that, but about 20 unique units not including reskins and the infantry can easily be armed with more unique equipment. If you have more to add go for it, though i was trying to add stuff that would be unique for South Africa, fun and flavourful to the nation given its very unique armed forces i know i missed out a good chunk that can also be added too, so go ahead and i will add to the list.

Edit:Final notes, why South Africa is a logical choice gameplay wise, it is a nation that is based on wheels and moves around like mad, the ANZACs were supposed to do this but simply dont have the weapons technology without gifts from otherse, South Africa can arguably do this alone, it has AA, artilery, tank hunters, "tanks", heavily armed transports and all go fast as hell on wheels. This makes South Africa highly unique in ability making them a strong asset for the game.
