I agree

When Netherlands came out, I just had a few games playing with pact and enjoyed shorter waiting times. So I really don't see a problem

The delay is unavoidable but you could simply release two DLC at once at standard price

The other benefit of one-at-a-time is that the subsequent DLC can make balance adjustments to the first based on feedback from the community at large.

Though that was because NL isn't very interesting unit wise, unlike Israel.
If there's two kinds of players, those that like challenges and those that want a fair game, pubstomps should make everyone happy.

Is quite interesting at first too see how all can play with the DLC without owning it is really good way too do a DLC model.
