FLX mentioned something about the missile speed in the stream.

Not exactly, there are some exceptions. Metys is extremely slow, while being SACLOS. Kokon is pretty fast for SACLOS missile. ADATS fly fast as fuck, much faster that any SALH missile.

Lets be frank, the USSR is toting a significant number of mid-late 90's units with a handful of 2000's units. Before Israel and Scandinavia, people harped on the USSR for being the most fast and loose with the timeline due to the collapse. BTR-90 and Ka-52 were both popular whipping boys for OOTF, back when BTR-90 was meta and everywhere.

Metys is slow because it's rocket motor is throttled to give it more burn duration. It's a very light missile, and that means it has a small rocket motor. It's the same speed as Dragon in game, which kinda makes sense since the game counts them both as "Light ATGM". FWIW their real life speeds are similar too. Metis is 223 m/s while Dragon is 200.

Has anyone done a missile speed test for the missiles in the game to see which are the fastest and slowest?

Sleksa: are all salh missiles of equal speed?
FLX: no
FLX: but there si no feedback
Sleksa: which one is the fastest
FLX: there are several speeds : 800/1400/1500/2000/2400
FLX: 1000 = 350m ingame per second
FLX: 2400 is for salh with range 2800m
FLX: 2000 for salh with 2600m
FLX: saclos are between 1400 and 1500 so it's almost the same
FLX: MCLOS is 800
FLX: it's different for planes
FLX: thay are much faster
FLX: about 8000
FLX: exactly 8000 for al the AGM in fact

FLX: there are also stating speed and acceleration values but they are in line with the top speed

This was the case at around RD's release

This featured elements of the F-15I, such as the modernized cockpit, GPS-INS navigation system, and DASH helmet. The first rebuilt Baz Meshopar was rolled out in November 1998, with the program completed in 2005."

Why?

What is why...? The F-15I is less fantasy unit that EF Typhoon, Rafale or many other units in the database considering the timeframe and accel. development...
