Not exactly, there are some exceptions. Metys is extremely slow, while being SACLOS. Kokon is pretty fast for SACLOS missile. ADATS fly fast as fuck, much faster that any SALH missile.
Lets be frank, the USSR is toting a significant number of mid-late 90's units with a handful of 2000's units. Before Israel and Scandinavia, people harped on the USSR for being the most fast and loose with the timeline due to the collapse. BTR-90 and Ka-52 were both popular whipping boys for OOTF, back when BTR-90 was meta and everywhere.
Metys is slow because it's rocket motor is throttled to give it more burn duration. It's a very light missile, and that means it has a small rocket motor. It's the same speed as Dragon in game, which kinda makes sense since the game counts them both as "Light ATGM". FWIW their real life speeds are similar too. Metis is 223 m/s while Dragon is 200.
