giving cluster a small HE power is a really good idea +1 for these.

Keldon made an excellent suggestion of turning clusters into three tiers:

#1 Dual purpose munitions ie mixed load of small anti personnel and HEAT, created by adding 2HE onto the existing 6AP clusters resulting in a final 5-6AP/2HE dual purpose weapon. Likely 250kg class and some 500kg class.

#2 Being a dual purpose AT munition represented by HEAT bomblets with frag sleeves, 8AP/1HE, these come in larger "containers" with fewer submunitions so coverage and saturation of HE effect is likely to be markedly inferior to the dual purpose munitions. Unlikely to be anything other than 500kg and 755kg class canisters.

#3 Specialized AT, 10 AP often EFP's, sensor fused munitions or large caliber submunitions ie PTAB 10.5 (10.5 kg submunition). Available on both sides of the aisle and F-15E proposal compatible!

There seems to be a sufficient diversity in available submunitions on both sides of the iron curtain to make the cluster bomber a diverse and useful tool :D

Many coalitions have three different cluster bombers sitting around in their air tabs, in this way we can give each coalition at leas two different cluster options with different situational utility, a vast improvement on the current situation

Well, the CBU-87 is the only non-proto one for the F-15E, and that fits into more of the #2 category. You'd have to jump to the CBU-97 from 1992 for the 10AP.

for practical reasons we're only talking plane clusters receiving HE, not arty based clusters

1992..... The horror! We've certainly never seen anything from such an advanced timeline in a Paid DLC that's for sure... :o

I actually think that CBU-97 is perfectly appropriate, might as well make it a proto as it's going to be one or two per card. The F-16C will carry the CBU-87 anyway, the US already has too many Rockeye carriers as is.

With CBU-87 on F-16C and CBU-97 on F-15E there's still the Rockeyes on F-16A/F-111F, thus the USA can into three tiers of cluster utility.

I strongly suggest standardizing minimum AP of clusters to 8, and work your way up from there. 6AP bombs are next to useless, and we're back to square one.

With 8 AP
2 hits kill 1 TAV
3 hits kill 2-3 TAV
4 hits kill 4 TAV.

With 6 AP
2 hits kill 1 TAV
4 hits kill 2-3 TAV
5 hits kill 4 TAV
The SEAD never bothered me anyway.

Yeah, but look at how many post-1991 units the US has, particularly in the air tab.

Personally, I'd rather see the F-16A carry a 4xMk-84 and the F-16C carry 2xAGM-65G... or the F-16A carry 4xBLU-27 and the F-16C carry 4xMk-84. This would free the F-15E to carry 12xCBU-87.
