This would be the ideal in a magical fantasy land were time and resource constraints didn't exist. Nations could, for example, have attachments from their allies. A Polish armored battalion and Czech recon group could be attached to a DDR deck, for example, adding a few tanks and recon units to an otherwise mostly self-sufficient national deck.
Unfortunately, this is not the world we live in. How cool it would be, though.
