Would this affect newly purchased mlrs? Would it make them spawn unloaded? If not, this will be avoided by having launchers qued to spawn as soon as the game "starts". 10 second delay at most.

Only Opening Napalm I use is one on a town I know a Moto Deck will get to 100% guaranteed BECAUSE PEOPLE ARE PREDICTABLE. MLRS openers i haven't lost more than a BTR-50 4 stack carrying Bochangsu. And those were to support Spamschützen

I admit, this week, i have done this twice with finland. Both times i wasnt sure what to buy with 120pts... it didnt do much damage, but its toxic and dumb, and i had a good laugh of being a dick.

wrong, the same thing was present and due to the massive splash in EE it could even kill helicopters sometimes.

MLRS start irks me a bit, but I have no problem with napalm starts.

Anything except phantom isn't generally as viable as a plane-card and so the meta isn't consolidated around it. It's also counterable unlike MLRS starts. Seems in the spirit of the game to me.

MLRS or maybe all artillery starting the game reloading would be a nice and reasonable fix for opening artillery. I wouldn't mind having a short delay (15-30 seconds) before being able to call in non-ASF planes at the start of the game either.
