Anyone know what|which system used in Wargame for measuring distances between units ? (for spotting ..)

What are you asking exactly? If you want to know how to measure the distance between two points on a plane, that has nothing to do with Wargame. If you want to know how to translate optics and camo values to distances, nobody has the formulas.

i want to know how to find distance between 1 000 assets within 1 frame in 60fps simulation

You'll need a K-DTree for that then

(Range/175) * 13000
1 meter = 74.28571428571429 game units
2275 meters between units thus equals 169000 game units
Note : Speeds and 3D asset sizes both operate on different scales.
