The difficulty of AI doesn't work (The availability is the same).

I tested skirmish with AI several times (W:RD). Conclusion is that AI deck consists from the same number units independetly from difficulty (easy, medium, hard or very hard). But in TModernWarfareTuneableConstante file there're BonusFluxEasy=2, BonusFluxMedium=4, BonusFluxHard=6, BonusFluxVeryHard=4, that correspond availability AI deck, but in the reality it not so (the availability always is 1, it's the fact). You can check it by yourself. But I want to changed the availability of AI deck some how. Could you help me? I'd be appreciated.

The change in difficulty give the AI more points to spend.

The game files look the same, so unless the changed the game's source code, it should be the same.

Try to change value and test (or simply test without changing). Then you see it doesn't work. (BonusFlux fields). For all difficulties availability will be equal 1.
