AI over-processes sea actions

This is probably long-standing issue but the AI makes the game lag when actions have taken over stretches of water. This was first noticed with the Pass of Reppah map where you can capture a sector on an island only with amphibious/airborne units since this isn't a naval map. Now I've tried the Bear vs Dragon campaign and when I try to land my troops on Vladivostok the AI seems to over-process its commands and makes the game lag quite severely. Full naval maps games are fine but it seems like the AI struggles to make decisions with ground units when sectors/units are to be targeted beyond the average gun range of units (~2km)
