Game cannot start

Every time I even attempt to play this game after buying it I keep getting this error code on steam:

"An error occured while updating Wargame: Red Dragon (content file locked): C:\(x86)\Steam\steamapps\common\wargame Red Dragon\_commonredist\vcredits\2012\installscript.vdf "

It says that I have an Update pending but it wont let me open the game to put the CD key into the game

My driver is up to date, Steam is up to date, my PC is up to date, I cleared the download cache on steam

I really want to play this game, but it wont let me
