Okay, from what I can think of off the top of my head, there are three interpretations of "adding new or unused maps".
1. Unlocking a finished map that was originally not shown in-game.
Back in W:RD Beta, Asgard was available but not Gjoll. I don't know why because the released it with the next patch without making any changes. Anyway, I unlocked that and hosted a server with it, the other people were quite surprised.
But to my knowledge, there aren't any more maps like that right now.
2. Making a map originally exclusive to campaign selectable in a lobby.
I kinda got this one once. By giving a campaign map the same attributes as a regular map in globals.ndfbin, I made it appear in the lobby. However, when I started it, no sides has starting zones to spawn anything from. If you have modded regular maps, you will know that you can not add or delete components such as reinforcement points, zones, or starting zones.
3. Replacing a W:RD map with a W:AB map.
I never tried this, and I don't think it will work. Eugen mentioned that all the maps for W:RD had to be made from scratch because amphibious land vehicles complicated things. Plus, I would probably have to replace all the W:RD texture and building components with W:AB ones, and it's not like we know where and what all the files are.

Somebody managed once to change starting zones. Not the locations or shape of the zones, but which zones players start with. Anyone know how that was accomplished?

Yes, but it's kinda complicated. I did it before too. You should Steam friend me @ The W:RD Noob so we could talk about this.
