Changing Coalition

Hey there.

I am a noob at modding but I still got a question.

I am playing Vanilla W:RD and I want to change a coalition. I want to replace NORAD with a Netherlands, Canada + ANZAC Coalition. (NCA)

I do not have an idea how to do that. Could someone pls tell me?
