1- Explore the map with your Survey Team to find resources :
This light recon vehicle with a radar is the only able to detect resources fields.
2- Build refineries to collect resources :
To collect resources, you must construct a refinery. These resources must be inside the effect area to be extracted.
There are three types of resources : oil, aluminum and rare earth. To collect oil and aluminum, you must build a refinery (in DEFCON3). To collect rare earth, you must construct a processing plant (in DEFCON 1). Refinery can't collect rare earth, and vice versa.
Note : collecting oil gives you money, but there are other ways...
3- Use banks and prisoners to make money :
Capture the banks with infantry, and you will get 2 dollars per man per second (so the maximum is 12 dollars per second).
You can also make money with prisoners. They are wounded soldiers or pilots, and you can capture them with infantry (it gives you 500 dollars per prisoner). You can also build prisons to stock prisoners and automatically generate resources.
4- Manage your resource network if necessary :
The resources system works on a network, between extraction and storage buildings. The M933's (the vehicles who transport resources) can be attach at a pick-up point (refinery or proccesing plant) to a drop-off point (HQ, LEM, FOB) who stock resources.
You can manage this network : if your storage building is full or your refinery is empty, re-affect the M933 to another extraction or storage point.
When you create this unit, it will be automatically affected to an extraction and storage point.
TIP : The TAB button allow you to rotate the buildings' construction.

I noticed that Refineries can be build far away from HQ.
With the speed of the supply-trucks, do you even need multiple HQ?

Thank you very much for the tips. Some kind of ingame-tutorial may be helpful in the future, though. For instance, I didn't know about the TAB button and tried to rotate them somewhat manually.

I did ask me the same question. The main reason to have more than one single HQ may be the difficulty to secure the (otherwise pretty long) supply lines to your main HQ - as the players will find out how to abuse them soon enough. Right now, this game is new and virtually no meta present but it will shift to a "game phase" where one probably will be glad to have some kind of second or natural base with shorter routes.

thanks for the tips.
Few times ago I wanted to transport one specific resource from one base to another without moving the two others resources, any idea how? I think that a panel with list of all M933 and their missions is necessary in the game.

The Logistics Center has completely VITAL tech upgrades for collecting and should be bought as soon as possible. For instance, the upgrades to collector speeds and resource field longevity will really boost your economy and should be gotten as early as possible.
