Only the ICV can transport, thats why its called Infantry Carrier Vehicle.
The other versions have ammo and for their role specific equipment where the soldiers would go.

Actually you can upgrad the Humvee also beforehand, the upgrades dont negate his trooptransport capabilities

That and you can get mortars from the start while Stryker MCs are only available if you build the light vehicle bay, especially if you go for the hospital that leaves you pretty long without a building cleaner.

BUT the Stryker ATGM can get NLOS upgrade while the Humvee cannot (iirc), making the Stryker a very effective longrange arty probably shooting as for or even farther then your average mortar. The advantage of the Humvees here would be that they are available at Defcon 3 unlike the ATGM Stryker AND can transport troops in its TOW variant.
Each role should have only 1 units per role (except it's higher tier that perform better and more expensive like Delta which is more effective against infantry than US marine) or else some units won't be use at all. I suggest that move Strykers series to to tier 2 (Defcon 2) and make it more powerful while move mortar teams into tier 1 (Defcon 3) so that Humvee and mortar teams can be viable (may be need to move Abrams tank to tier 3 [Defcon 1] so that Strykers MGS won't be outshine).
Absolutley agree on your last part but I think thats alredy the case, EVEN THOUGH I agree that they could make the indivdual units more specific. Between the MC Stryker and the mortar teams is only a very small gap.
