"German Historical Content Pack" not appearing after buying the game

I recently bought Steel Division: Normandy 44 during Steam Autumn Sale with both Second Wave and Back to Hell DLCs, but just as I started the game I noticed something - my game is censored. I do not live in Germany (I live in Czech Republic), so I was wondering why is my game censored. When I asked friend with uncensored version, he showed me that I should have "German Historical Content Pack" in DLC section of Steel Division. I looked and It isn't there, only both DLCs that I bought. Can someone help me solve this? It's really weird that I didn't got the DLC even though It anyone who buys the game should get it for free.
