The 91st was Heer not Luftwaffe, it was trained as a Grenadier division. It was not Fallschirmjager in terms of equipment, morale, or training and not equivalent to allied airborne.
91st was really an average/slightly subpar Grenadier division with some attached Fallschirmjaeger from the 6th FJR. In-game it shouldn't be considered an airborne division, but they do get more access to aircraft than a normal division to show Luftwaffe ties, which puts them somewhere between an airborne and infantry division in-game.
On the combat effectiveness of the 91. Luftlande:
The troops from 6th FJR fought very well vs the 101st at Carentan, but the Grenadiers from the 91. Luftlande were not so capable, with an entire infantry regiment being lost at Carentan(just in the taking of Carentan, as they didn't take part in the counterattack like 6th FJR did). 91. Luftlande was essentially destroyed 2 weeks into the fighting, before the Allies even broke out of Normandy.
