12th SS was a Panzer division. Panzer divisions did have supporting panzer grenadier regiments as well, but they were still panzer divisions and not panzer grenadier divisions.

Yes, it is called a Panzer division, however the oob for Normandy is 2 panzergrenadier regiments and 1 panzer regiment. Contrasted with the 3rd at Normandy which had 3 tank regiments and 1 armored infantry regiment. 12th had around 100 tanks the third had over 200.

This way each side has one of every type of division - Armored, Infantry, and Airborne. Until we have that, balance discussions are kind of moot... we don't have an apples-to-apples comparison because the two sides aren't equal. Allies don't have an Airborne deck, Axis don't have an Infantry deck.

The 91st was Heer not Luftwaffe, it was trained as a Grenadier division. It was not Fallschirmjager in terms of equipment, morale, or training and not equivalent to allied airborne.

But in game they have a ton of air slots wich effectively makes them an airborne deck.

I know that, but for the purposes of this game, and game balance, it considers the 91. Luftlande an airborne deck.

Exactly.
For the Allied, between the 6th British Airborne and any one of the 82nd or 101st Airborne, we had two airborne divisions with enough difference to set them appart.
For Germany, we could have added the 2. or 5. FJ-Division (from memory) but they would be quite similar to the 3. Hence the closest thing we had was the 91. Luftlande, which was an airtransportable division, sharing the "light gear" flavor off airborne divisions, and which happened to have a FJ-Regiment attached to it.
