There is very little reason for this to be running much much worse then Red Dragon, apoligism like this is is ridiculous.

Very little reason = this game being 3 years newer and having clearly better graphics?

Being 3 years newer isn't a legitimate reason, I can run Battlefield 1 on high settings. Having better graphics might be but they aren't massively better in comparison to the performance decrease.

To be fair the RTS genre is notoriously hardware intensive. Witcher 3 performance isn't really comparable.

When was the last time you updated your drivers? Did you change between Nvidia and Radeon cards?

I don't think so.

A few weeks ago.

Nope.

GT 630M

And again I 'm not asking for troubleshooting, I 've been on that issue since day one, I 'm just voicing concern that apparently nothing has been done on the perf side yet and the game is supposed to be released in a few weeks.

More like two weeks and a couple of days at this point. :?

The only thing I can suggest is forcing full screen through the Nvidia control panel.

Your specs seem to be just meeting the minimum specs of Nvidia 450, or maybe even slightly lower.

If it is not supported then you should consider upgrading your hardware.

Can't you just force it by editing the options.ini?
Also yeah, you should think about upgrading your gpu in the future.
