Every stat is the same between, say PIAT teams and rifle leader squads PIATs, it's just the leader squads have 2 less AP. In 101st, its even more confusing because the AB squads, leaders and dedicated teams all have different APs. Why is this?

This. Handheld AT weapons typically don't actually show armor piercing power, just that they're HEAT weapons. I'm not sure how this functions, mechanically, but the number you see is ammunition, not damage.
