Steel Division Modding Assets

I wanted to take a look at the possibility of modding textures, and the manual points me to a tool called Steel Division Modding Assets.

I can't see it in the Tools tab in Steam Library, is it not implemented yet?

Do you have the Deluxe edition?

If I read it right, it looks like it's bundled only with the Deluxe Edition, I assume it's not intentional.

I bought a physical copy from a store in Australia and I don't seem to have access to the tools myself either. Very frustrating.
