I wouldn't class expecting to be able to mod all the relevant content in a game that advertising allowing mods as being "spoiled", even more so since nowhere before it came out did I see any announcement that the new content would be locked out of modding. Locking out modding of DLC content is dumb and frankly goes entirely against the claims of being able to mod the game, because say RD had what three major DLC that added like six new nation and ultimately hundreds of new units. If this game follows suit you easily end up with a situation where a very significant portion of your game that's supposedly modifiable isn't.
Is it possible that a handful of jackasses might make mods that let them get allot of the DLC content without paying for it? Yes, that's possible with quite a bit of work, but you could easily police those off the steam community area meaning it would be a rather limited number. Meanwhile for everyone that is actually paying you for the DLC and say wants to fix the poor choices made in the new factions (PIAT as the only AT option until phase C, yes THAT'S workable )you're just giving them a big middle finger, it's just poor customer service and it's endearing you to absolutely no one.
