Being able to edit zones would be unbelievably cool. I can think of a number of interesting things you could do with the existing maps.

Does it exist a dds converter able to batch process a conversion into a more common picture format?
I think I got the pattern for the tiling (it is quite easy but bound to dds matrix's size).

Yes, it is done.

A quick google gave this result. It should work. I can also give you the source code for the extractor, if you know what sequence of images to use.
Automatic building of these maps is good because I think some of the naval maps might be a bit tedious to piece together.
